AS BACKGROUND FOR THE VIIRS+CRIS FUSION RADIANCE PRODUCT, MODIS HAS THREE BANDS SENSITIVE TO CO2 AROUND 4.3 M AND ANOTHER FOUR AROUND 15 M, TWO BANDS SENSITIVE TO H2O NEAR 6.7 M, AND A BAND SENSITIVE TO OZONE NEAR 9.6 M. VIIRS HAS NONE OF THESE IR BANDS AFFECTED BY ATMOSPHERIC ABSORPTION, WHICH RESULTS IN A DEGRADATION OF THE ACCURACY OF SEVERAL PRODUCTS, INCLUDING THOSE ASSOCIATED WITH CLOUDS (CLOUD MASK, CLOUD TOP PRESSURE/HEIGHT, AND THERMODYNAMIC PHASE) AND ATMOSPHERIC WATER VAPOR (TOTAL PRECIPITABLE WATER VAPOR, UPPER TROPOSPHERIC HUMIDITY). THE FUSION RADIANCE PRODUCT PROVIDES AN INNOVATIVE SOLUTION TO THIS PROBLEM: THE TEAM DEVELOPED A WAY TO CONSTRUCT HIGH SPATIAL RESOLUTION SPECTRAL BANDS FOR VIIRS BASED ON A DATA FUSION METHOD AND NOW PROVIDE, THROUGH THE ATMOSPHERE SIPS, A PRODUCT CALLED FSNAD THAT CONTAINS TWELVE ADDITIONAL RADIANCES AT 750M SPATIAL RESOLUTION FOR THE CO2 (MODIS BANDS 24, 25 AND 33-36), THE O3 (MODIS BAND 30), AND THE H2O (MODIS BANDS 27 AND 28) SPECTRALLY SENSITIVE REGIONS. OUR PRODUCTION SOFTWARE FOR DERIVING THE FUSION RADIANCES FOR BOTH S-NPP AND NOAA-20 IS MATURE AND FULLY INTEGRATED IN THE ATMOSPHERE SIPS (OR A-SIPS) OPERATIONS. WHILE THE FULL RECORD OF THE NOAA-20 FUSION RADIANCE SUBSETTED PRODUCT WAS A PRIMARY TASK FOR THE PREVIOUS PROPOSAL, THIS TIME, THIS PROPOSAL AIMS TO PROVIDE THE FULL RECORD OF S-NPP DATA FUSION RADIANCE SUBSETTED PRODUCT AS WELL. THE TEAM PROPOSES TO CREATE A FULL AND CONTINUING RECORD OF THE SUBSETTED S-NPP FUSION RADIANCE PRODUCT BY FILLING THE GAP DUE TO THE ANOMALY IN THE SNPP/CRIS LW AND MW RANGE OF DATA BY USING THE TEMPORAL FUSION METHOD ON THE SNPP/VIIRS AND NOAA-20 CRIS+VIIRS FUSION RADIANCES. THE SUBSETTED DATA FILES REQUESTED BY THE CERES TEAM INCLUDE 5 OF THE 12 BANDS (BANDS 27, 33 THROUGH 36) AND ARE SPATIALLY SUBSAMPLED FOR EVERY OTHER PIXEL IN A ROW AND COLUMN.

UNDER THAT EFFORT, THE RECIPIENT ARE ABLE TO BRING THE TOOL TO READINESS LEVEL (RL) 4 (SUCCESSFUL EVALUATION OF SYSTEM, SUBSYSTEM, PROCESS, PRODUCT, SERVICE, OR TOOL IN A LABORATORY OR OTHER EXPERIMENTAL ENVIRONMENT). RESEARCHERS AND FORECASTERS AT NOAA SWPC AND THE UK MET OFFICE HAVE EXPRESSED GREAT INTEREST IN MOVING FORWARD WITH VALIDATION TESTING IN THEIR OPERATIONAL WORKFLOWS. THIS CAPABILITY IS THUS READY FOR THE NEXT STEP IN THE TRANSITION PROCESS THE INTENDED END-USERS (FORECASTERS) ARE INTERESTED IN IT, AND THE TEAM IS PRIMED AND ABLE TO EFFICIENTLY MOVE FORWARD WITH THIS ADDITIONAL WORK THAT WOULD BRING THIS APPLICATION TO RL-6 (DEMONSTRATION OF A PROTOTYPE SYSTEM, SUBSYSTEM, PROCESS, PRODUCT, SERVICE, OR TOOL IN RELEVANT OR TEST ENVIRONMENT).GIVEN THAT THE RECIPIENT HAVE EMPHASIZED SOLID SOFTWARE ENGINEERING BEST PRACTICES AND HAVE USED A CONTAINERIZED CLOUD-FIRST PARADIGM FOR OUR DEVELOPMENT AND TESTING, WHICH IS THE SAME APPROACH THAT THE CCMC AND SWPC ACE PLATFORM UTILIZES, THE RECIPIENT ESTIMATE THE RL FOR OUR TOOL TO BE AT RL-4 AND THUS EXPECT THE TRANSITION OF OUR TOOL TO RL-5/RL-6 TO BE RELATIVELY STRAIGHTFORWARD AND ABLE TO BE COMPLETED WITHIN THE TIMEFRAME ALLOTTED. MAKING THIS VISUALIZATION TECHNIQUE AVAILABLE TO FORECASTERS WILL ALLOW THEM TO INVESTIGATE OUT-OF-PLANE EFFECTS AND NEAR-MISSES THAT ARE OTHERWISE UNCAUGHT WITH THE CURRENT 2D SLICES THAT ARE USED WITHIN THE OPERATIONAL CENTERS. BY INTEGRATING NASA EARTH OBSERVATIONS WITH IN-SITU DATASETS, THE PROJECT WILL PROVIDE CRITICAL SUPPORT FOR EVIDENCE-BASED DECISION-MAKING, SIGNIFICANTLY IMPROVING THE EFFECTIVENESS OF CONSERVATION EFFORTS IN THE RSRMPA. ESTABLISHED IN 2016 BY THE COMMISSION FOR THE CONSERVATION OF ANTARCTIC MARINE LIVING RESOURCES (CCAMLR), THE RSRMPA AIMS TO PROTECT ECOLOGICALLY SIGNIFICANT AREAS FROM THE PRIMARY THREATS OF FISHING AND CLIMATE CHANGE. HOWEVER, ITS SUCCESS DEPENDS ON ROBUST MANAGEMENT, INVOLVING ACTIVE RESEARCH AND CONTINUOUS MONITORING TO ASSESS CHANGES IN ECOSYSTEM STRUCTURE AND FUNCTION. OUR DATA PLATFORM WILL ADDRESS CRITICAL GAPS IN CURRENT CONSERVATION EFFORTS. THESE INCLUDE SPARSE AND INFREQUENT OBSERVATIONS, SINGLE-DISCIPLINE RESEARCH, AND FRAGMENTED STAKEHOLDER ENGAGEMENT. CHARNLEY UNDER THE GSFC FLARE INTERNAL SCIENTIST FUNDING MODEL (ISFM), AND THE NASA GODDARD CENTER FOR ASTROBIOLOGY. DRS. JIN AND DUFOUR WILL WORK WITH DRS. CHARNLEY AND CORDINER WITH SUPPORT FROM THESE AWARDS. NASA AND GSFC ISFM REVIEW PANELS EVALUATED THE PROPOSED SCIENTIFIC PROPOSALS COMPETITIVELY AND SELECTED THEM FOR FUNDING. THE PROPOSED COOPERATIVE AGREEMENT ESTABLISHES THE VEHICLE FOR IMPLEMENTING THAT RESEARCH. THE PRESENT UNSOLICITED PROPOSAL FROM CATHOLIC UNIVERSITY IS CONSISTENT WITH THE APPROVED RESEARCH AND IT WILL ADVANCE THE SCIENTIFIC STATE-OF-THE-ART. THE RESEARCH DESCRIBED IN THIS PROPOSAL WILL SIGNIFICANTLY IMPACT OUR UNDERSTANDING OF THE GALACTIC CHEMICAL EVOLUTION OF ORGANIC MATTER. IT WILL YIELD IMPORTANT INSIGHTS INTO THE ORIGIN OF ORGANIC MATTER IN THE SOLAR SYSTEM, PARTICULARLY THAT OF COMETS AND THEIR CONNECTION WITH THE ORIGINS OF OUR PLANETARY SYSTEM, AND OF PLANETARY SYSTEMS ELSEWHERE. IT WILL PRODUCE IMPORTANT DATA CONCERNING THE ORGANIC CHEMISTRY AND ISOTOPIC PROFILES OF THE INTERSTELLAR MEDIUM, PROTOSTELLAR ENVIRONMENTS, AND COMETS, THUS PROVIDING DEEP INSIGHTS TO ORGANIC MATTER ELSEWHERE IN THE SOLAR SYSTEM. THE WORK PROPOSED IS DIRECTLY COMPLEMENTARY TO MEASUREMENTS CARRIED OUT BY THE HUBBLE SPACE TELESCOPE AND OBSERVATIONS WITH JWST. IT IS RELEVANT TO VARIOUS NASA R&A PROGRAMS, E.G. SOLAR SYSTEM WORKINGS, SOLAR SYSTEM OBSERVATIONS, EXOBIOLOGY AND EMERGING WORLDS, AS WELL AS TO THE ASTROPHYSICS THEORY PROGRAM. DRS. JIN AND DUFOUR WILL WORK FULL TIME AT GODDARD WITH DRS. CORDINER AND CHARNLEY. THE REQUESTED SALARY IS CONSISTENT WITH MARKET CONDITIONS FOR PERSONS OF THEIR EXPERIENCE AND QUALIFICATIONS, AND FOR THE LEVEL OF CONTRIBUTION SPECIFIED.
